Minutes of the Symposium by Old and New Members of ICKF

• 日期：2019年11月08日（星期五）下午17時00分。

Date:17：00, Friday, Nov 8, 2019

• 地點：羅斯托夫(會議室)

Place: Rostov (Conference Room)。

• 各國會員；中華民國、歐洲會長、義大利、俄羅斯、阿根廷、日本、波蘭、巴拉圭、巴西、德國、土耳其等11個單位。

Members of ICKF: the Republic of China, President of Kuoshu Federation of Europe, Italy, Russia, Argentina, Japan, Poland, Paraguay, Brazil, Germany, Turkey totaling 11 members.

• 報告事項；

Reporting Items:

(一)2019年度起重新清查會會籍，核發團體會員證書，年限為期屆滿。

Beginning from 2019, the check will be made for membership.

Group membership will be renewed to those whose memberships have expired.

說明Description:

1、本案業經本會第9屆第2次會員代表大會通過在案。

This case was passed at the second session of the 9^th General Assembly of ICKF.

2、新入會會員須到台灣領取會員證書，不接郵寄方式到府。

Any new member shall be personally present at the ICKF Secretariat, Taipei, Taiwan to receive the

member certificate. No delivery by post is accepted.

3、舊會員未在清查期限內辦理重新入會手續，本會將停止該會員之權利並全面公告。

If an old member has not carried out the renewing of the member certificate in a prescribed period,

its membership may be suspended, which will be made known to all other members.

4、新舊入會會員必須附上當地政府機關核發立案證書及當選證書，否則不予同意入會，及組織發展情況報告書。

Both old and new members shall bring forth the document indicating that they are duly recognized by their competent authorities and that the persons in charge are officially

elected by their respective organizations together with a report on the status of development of their organizations, without which their membership may not be issued.

決議：如上述說明依照規定辦理。

Resolution: Actions be taken in pursuance with the above- Said description.

五、討論提案Discussion on proposals

(一)案由：2019年新舊會員重新加入團體會員名單，如下；

說明Description:

1、舊會員資格審查如下：

Results of checking the old members:

（1)大不列顛中華國術協會所附登記於英國中華武術協會基層而成立組織，無附上當選證書、組織章程、組織運作概況、組織成員與體制上似乎不符，如附件請提出審議說明。

Great Britain Chinese Kuoshu Federation: It was registered under England Chinese Wushu Federation.

They provided no certificate proving that the person in the charge was officially elected, nor statute, nor the status of organizational operations, It seems its structure is not in line with the system of ICKF. Please refer to the attachment and put forward your deliberation for consideration.

（2)烏克蘭國術協會：無附上當選證書、組織章程、組織運作概況、組織成員名冊。

Ukraine Chinese Kuoshu Federation: They provided no certificate proving that the person in charge was officially elected, nor statute, nor the status of organizational operations, nor roster of organization members.

（3)德國國術協會：無附上當選證書、組織章程、組織運作概況、組織成員名冊。

Germany Chinese Kuoshu Federation: They provided no certificate proving that the person in charge was officially elected, nor statute, nor the status of organizational operations, nor roster of organization members.

（4）義大利國術協會：無附上當選證書、組織章程、組織運作概況、組織成員名冊。

Italy Chinese Kuoshu Federation: They provided no certificate proving that the person in charge was officially elected, nor statute, nor the status of organizational operations, nor roster of organization members.

（5）西班牙國術協會：無附上當選證書、組織章程、組織運作概況、組織成員名冊，申請人非負責人。

Spain Chinese Kuoshu Federation: They provided no certificate proving that the person in charge was officially elected, nor statute, nor the status of organizational operations, nor roster of organization members. The person who applies for membership is not the one who is in charge.

（6）俄羅斯國術協會：無附上當選證書、組織章程、組織運作概況、組織成員名冊。

Russia Chinese Kuoshu Federation: They provided no certificate proving that the person in charge was officially elected, nor statute, nor the status of organizational operations, nor roster of organization members.

（7）日本國術協會：無附上當選證書、組織章程、組織運作概況、組織成員名冊。

Japan Chinese Kuoshu Federation: They provided no certificate proving that the person in charge was officially elected, nor statute, nor the status of organizational operations, nor roster of organization members.

（8）阿根廷國術會：無附上當選證書、組織章程、組織運作概況、組織成員名冊。

Argentina Chinese Kuoshu Federation: They provided no certificate proving that the person in charge was officially elected, nor statute, nor status of organizational operations, nor roster of organization members.

2、新會員資格審查如下：

土耳其國術協會：無附上當選證書、組織章程、組織運作概況、組織成員名冊。

Turkey Chinese Kuoshu Federation: They provided no certificate proving that the person in charge was officially elected, nor statute, nor the status of organizational operations, nor roster of organization members.

（1)喬治亞國術協會：無附上當選證書、組織章程、組織運作概況、組織成員名冊。

Georgia Chinese Kuoshu Federation: They provided no certificate proving that the person in charge was officially elected, nor statute, nor the status of organizational operations, nor roster of organization members.

（2)國術摔跤協會：無附上立案證書、當選證書、組織章程、組織運作概況、組織成員名冊，須請常達偉老師簽章。

Kuoshu Shuai-jiao Federation: They provided no certificate proving that the person in charge was officially elected, nor statute, nor the status of organizational operations, nor roster of organization members. It is requested that these be made known to and signed by Master Chang da-wei.

（3）波蘭國術摔跤協會：無附上立案證書、當選證書、組織章程、組織運作概況、組織成員名冊，須請常達偉老師簽章。

Poland Kuoshu Shuai-jiao Federation: They provided no certificate proving that the person in charge was officially elected, nor statute, nor the status of organizational operations, nor roster of organization members.

It is requested that these be made known to and signed by Master Chang da-wei.

（4）波斯尼亞與賽哥維娜國術摔跤協會：無附上立案證書、當選證書、組織章程、組織運作概況、組織成員名冊，須請常達偉老師簽章。

Bosnia and Hercegovina Kuoshu Shuajiao Federation: They provided no certificate proving that the person in charge was officially elected, nor statute, nor the status of organizational operations, nor roster of the organization members. It is requested that these be made known to and signed by Master Chang da-wei

（5）巴拉圭國術會：無附上入會申請書、立案證書、當選證書、組織章程、組織運作概況、組織成員名冊。（退回良民證）

Paraguay Chinese Kuoshu Federation: They provided no certificate proving that the person in charge was officially elected, nor statute, nor the status of organizational operations, nor roster of organization members. (Good people’s cards are returned)

3、另有一份入會申請未填妥及以上所需證件如未補正，無法發給團體會員證書，歐洲全部已退回安東尼會長。

There is another applicant who has not been issued group membership because he didn’t put forward the fore-mentioned material. All the Europe Kuoshu Federations as mentioned above are recalled back to Mr. Antonio for further actions.

4、本年度起重新清查會員會籍，核發團體會員證書，年限為屆期滿,原會籍證書失效。

Beginning from 2019, all ICKF membership must be checked.

Those whose members have expired should be renewed with the original ones cancelled.

說明Description:

（1）新入會會員須到親自領取會員證書，不接郵寄方式到府。

New member must attend the session of General Assembly to receive the certificate, no delivery by post is accepted.

（2）近日發現舊會員，未經本會同意將國際聯盟會徽章私自放至本會會網站上，本會將近期內全面發函並取消公佈。

Recently we find that a certain member has arbitrarily used the ICKF seal without seeking its permission.

This ICKF will publicize these violations online if the situation is serious, they may result in the cancelation of membership.

（3)舊會員未在清查期限內辦理重新入會手續，本會將停止該會員之權利並全面公告。

If an old member fails to apply for new membership within the prescribed time, his membership may be suspended, and be made public to all other members.

（4)新入會員必須附上當地政府機關核發立案證書及當選證書，否則不予同意入會。

New applicants must put forward documents indicating that their organizations are duly recognized by their competent authorities and that their persons in charge are officially elected by their respective organizations, otherwise, their applications for new memberships may be rejected.

（5）取消設立聘任分會會長，並請原有印章即日起作廢收回。

The appointment of the ICKF branch president shall be cancelled, and the original seal shall be invalidated and taken back from now on.

決議：如上述說明依照規定辦理補件,重新辦理入會手續，經會議審核通過後才可正式會員。目前先行取消作廢歐洲分會及各國分會印章、證書,各國分會資格取消使用ICKF徽章。

ICKF將會發文各國新舊會員並發布網站公布。

Resolution:

According to the above-said description, all members shall submit the necessary prescribed documents and carry out renewing member certificates. After the renewing procedures are duly screened by the Executive Board, they will be renewed as official members.

For the time being, the appointment of the ICKF branch president is cancelled with the seal and certificate being turned in.

Without permission, no members are allowed to use ICKF logo.

The above-said resolution will be made public by the ICKF Secretariat to all members online.

(二)案由：擬訂2021年第17屆世界國術錦標賽舉辦日期、地點案，提請討論。

Subject: Discussion about the dates and place of next 17^th World Chinese Kuoshu Championship

說明Description:

決議Resolution：於台灣舉行 To be held in Taiwan.

（三）案由：2018年起段級制度、比賽規則、教練、裁判制度，全面改制請會員須依照章則規定辦理，相關資訊請至ICKF網站查詢。

Subject: Since 2018, Tuan/Chi system, competition regulations, coaching and refereeing systems have all been updated and promulgated for the observance. Please click the ICKF website for the necessary information.
